NASA Marshall Space Flight Center - Large Item Scrap Processing and Removal Term Contract
IFB No. 2-1-QSC-T-26-112
GSA is soliciting bids for a project-driven term contract for Government-owned DEMIL A scrap located at NASA Marshall Space Flight Center (MSFC), Huntsville, Alabama.
Property will be offered through individual Project Authorizations and may include large industrial equipment, aerospace hardware, test articles, pressure vessels, tanks, structural steel, manufacturing equipment, fabrication scrap, propulsion-related hardware, obsolete machinery, and oversized ferrous/non-ferrous scrap.
Projects may require dismantling, torch cutting, mechanical size reduction, rigging, crane operations, heavy lifting, loading, transportation preparation, removal, and incidental site cleanup.
Bidders shall submit a single fixed unit purchase price in dollars per pound ($/lb) for each verified pound of Government-owned property removed.

STORMWATER / ENVIRONMENTAL REQUIREMENTS
MSFC operates under NPDES Permit No. AL0000221. The Contractor is not required to obtain or modify MSFC's facility permit.
As a condition of final award, the Apparent Successful Bidder must obtain separate ADEM General Permit ALG180000 - Salvage/Recycling coverage.
Within 15 business days after written notification as the Apparent Successful Bidder, the bidder must coordinate with NASA MSFC Environmental, prepare and submit the required NOI and supporting documentation to ADEM, and provide GSA/NASA evidence of submission.
Active ALG180000 coverage is required before final award. All permit-related costs are the Contractor's responsibility.

PERFORMANCE GUARANTEE
A $60,000 Performance Guarantee is required within 15 business days after written notification as the Apparent Successful Bidder and must be received and approved before final award. See IFB Section 5.2.
MANDATORY PRE-BID SITE INSPECTION
A pre-bid site inspection is mandatory.
MSFC is located within Redstone Arsenal. Bidders must satisfy applicable NASA/Redstone Arsenal access, identification, security, and approval requirements. Visitors without approved credentials may be required to report to the Gate 9 Visitor Center. Lawful Permanent Residents and foreign nationals may require additional processing and approval.
Failure to complete the mandatory inspection may result in a bid being determined non-responsive. Review the revised Site Access and Inspection Procedures.
